The more kinds of government proceedings—trials, debates, meetings, etc—that are　televised, the more society will benefit."

　　GRE写作精讲之提纲解析：

　　108 民主政治的进步

　　1、使民众有channel了解政治，明确政策制订原因，促进理解

　　制定决策

　　2、监督政府，维护自身利益，提供建议，更民主

　　以前 cabinet council

　　3、不是所有政府行为都适合直播

　　108 【题目】In many countries it is now possible to turn on the television and view government at work.

　　Watching these proceedings can help people understand the issues that affect their lives. The more

　　kinds of government proceedings-trials, debates, meetings, etc-that are televised, the more society

　　will benefit.

　　【翻译】在很多国家中，现在通过电视来观看政府的运作已经成为可能。观察这些过程有助于人们理解影响他们生

　　活的决议。可以供传播的政府运作越多----审判、辩论、会议等---对社会的好处就越多。

　　【提纲】Position: It is beneficial to televise government proceedings, but not the more the better.

　　1、随着信息技术的发展，人们能够很容易的知道政府的工作情况;政府也乐于公开他们的政务，为了民主，为了广

　　泛听取建议。

　　2、通过公开政务，能够防止腐败以及任何有损政府形象的事情，比如 Clinton的 sexual scandal被媒体曝光，对

　　政府官员的决策，起到监督的作用

　　3、但是不是所有的事情都能公开，关于国家机密的——军队的部署情况，高科技的开发核心内容，开重要会议。

　　4、公开的手段，除了电视以外，还有报纸、杂志、广播和 Internet 等多种形式

　　5、总结，可以运用多种媒体手段对政府工作进行传播，但需要适度公开

　　108.政府行为通过电视公布

　　一、确实有好处，但队友有些信息不能公布，而且如果是 disguised democracy，反而会被当作政府欺骗的工具 124

　　二、Televising government proceedings has considerable merits and can carry significant benefits.

　　1.增加决策透明性 adds openness and transparency

　　2.使百姓更关心国家政治，提高参与热情

　　3.使政府能得到反馈，毕竟 the task...

　　三、有些信息不能公布 it doesn't mean that all of the information should be uncovered to the public.

　　1.国家安全，drug-trafficker, terrorists

　　2.涉及经济利益的，kelp industry

　　四、that more kinds of government proceedings televised benefit society more is accurate on condition

　　that the society is a truly democratic one.

　　1. despotic，dramatic display, deliberate show, illusion of democracy

　　2.政府只关心自己利益，为了社会稳定，报喜不报忧，如只有 GDP 增长，没有失业，mask pending tsunamis

　　3. 愚弄百姓的工具

　　中受益

　　① 好处 A能够增加政府的透明度，让人们更了解政策的制定并自动遵守这些规定，有助于建设一个更民主的社会。

　　B政府也能够从群众那里得到最直接的反馈，从而帮助他们制定政策。

　　② 有的信息涉及到国家安全，如果公开会造成灾难性的后果。如：战争时期。

　　③ people might come to believe that they are seeing everything when in fact, a television camera can

　　only see part of what is happening no matter how many cameras there are. undermine the

　　democratic process

　　On the other hand, television of the day-to-day workings of government in action provides direct

　　insight into how a government actually works.

　　One of the problems with stating that the more governmental proceedings that are televised, the

　　better of a society is, is that people might come to believe that they are seeing everything when in fact,

　　a television camera can only see part of what is happening no matter how many cameras there are.

　　Another problem with the statement that the more televised governmental proceedings, the better, is

　　that it assumes that people actually watch the proceedings when they are broadcast.
